The script is by Phyllis Bentley, a Halifax author probably best known for Inheritance. This script is on the partial list of her works on Wikipedia. According to that, all-bar-one of her novels are about Yorkshire:

One of the YouTube comments suggests that at least some of the footage is of Halifax, which would make a lot of sense given Bentley's involvement. It all looks vaguely familiar, but there was nothing that as a Bradfordian leapt out as obviously Bradford. The opening shots look very much like the Cow and Calf end of Ilkley Moor though.
It's interesting that only Bolton Abbey and Skipton Castle are mentioned by name (and hence some footage of Skipton is indentified). But nowhere else is mentioned by name and barring a couple of shots, it's carefully filmed so as not to show the names of any mills or other establishments: the British Council no doubt wished to appear impartial and without bias. Or discourage West Riding rivalries and infighting!
